Chapter 3 - Dark Protocol

The sudden darkness was accompanied by the mechanical groan of the building's ventilation cutting out, followed by the distant wail of emergency backup alarms. Red emergency lights flickered to life seconds later, casting deep, bloody shadows across the walls of Room 412.

"Perimeter breach!" Lieutenant Miller shouted, drawing his sidearm fully. "Shore Patrol, defensive formation around the bed! Marshals, secure the suspects!"

In the crimson gloom, chaos erupted. The doctor who had held the syringe threw his body backward into the two nurses, knocking them down and bolting out the shattered doorway into the hallway.

"Julian, move!" Arthur roared.

Julian didn't hesitate. He lunged toward Eleanor in the confusion, attempting to reach for Abigail’s IV lines to rip them out. But Eleanor was already moving. Trained by decades of operational readiness, she anticipated the desperate strike. She ducked beneath Julian's flailing arm, drove her elbow into his ribs, and delivered a devastating sweep that sent him crashing face-first into the metallic edge of the crash cart.

Julian screamed in pain, clutching a broken nose as blood welled between his fingers.

"Don't move, you coward," Eleanor hissed, planting her combat boot squarely on his collarbone, pinning him to the floor.

"Eleanor, let him up!" Evelyn shrieked, clutching her designer pearls, her pristine facade utterly destroyed. "You have no idea what you're dealing with! You think this is just Arthur? The Sterling foundation funds half the defense subcommittee! You will disappear into a federal penitentiary!"

"Let them try," Eleanor replied, her voice ice-cold. She looked to Miller. "Where is the evac team?"

"The elevators are dead, Captain! Someone killed the auxiliary generators in the basement. It’s an inside sabotage job!" Miller said, his weapon trained on Arthur Sterling, who was leaning against the wall, breathing heavily, a sinister smirk slowly returning to his pale lips.

"You're smart, Eleanor," Arthur whispered, wiping sweat from his forehead. "Smart enough to wear ribbons. But you don't understand how power works in this city. You think a military chopper can land on a hospital roof without clearance from the Federal Aviation Administration? Check your radio. They’re being rerouted."

As if on cue, the deafening thrum of the Black Hawk outside began to fade, the helicopter banking hard to the west as its searchlights swept away from the windows.

"Command, this is Dustoff-One," the pilot's voice crackled through Miller's shoulder radio. "We have incoming civilian air-traffic control red-flags. Ground hold ordered by Department of Transportation. We are bingo on time, forced to break off approach."

"Damn it!" Miller cursed. "Who ordered that?"

"Governor’s office," Arthur chuckled coldly, his eyes glinting in the red emergency light. "I told you. This is my city. My state. You can't take her anywhere. In five minutes, state troopers will be on this floor to arrest your men for unlawful military deployment on domestic soil. Posse Comitatus Act, Captain. Look it up. You're committing an insurrection."

Eleanor didn't panic. Panic was a luxury for the weak, and right now, Abigail's life was slipping away one shallow breath at a time. The nurse was desperately pumping the manual bag, but Abigail's pulse was weakening on the portable monitor.

"We aren't using the roof," Eleanor said, turning away from Arthur completely.

"Captain?" Miller asked.

"Grab the portable oxygen and the gurney," Eleanor commanded. "We’re going down the stairwell. Service exits on the west wing lead directly into the subterranean maintenance tunnels connecting to the municipal rail line."

Julian looked up from the floor, spitting blood. "You're insane... those tunnels have been closed since the seventies..."

"They were renovated last year under a classified naval logistics contingency," Eleanor answered, looking down at Julian with pure disgust. "I know. Because I signed the authorization for the construction."

She grabbed Julian by the collar of his expensive jacket, hauling him to his feet like a ragdoll. "And you're coming with us as our human shield."

"You can't do this!" Arthur shouted, his arrogance turning into raw terror as he saw his prized son held hostage. "Julian has severe asthma! He needs medical clearance!"

"Then he better start running," Eleanor said.

Before Arthur could react, heavy footsteps echoed from the stairwell outside. The heavy fire doors burst open, but it wasn't the state troopers Arthur had promised.

Men dressed in unmarked black tactical gear, carrying suppressed submachine guns, fanned out into the hallway. No badges. No insignia.

"Mercenaries," Miller whispered, his eyes wide. "Arthur... what did you hire?"

Arthur didn't answer, but the genuine shock in his eyes revealed a terrifying truth: Arthur hadn't hired them.

The lead operative raised his weapon, pointing it directly into Room 412. "Target identified: Julian Sterling and Abigail Vance. Neutralize both. Leave no loose ends."
