Chapter 9 - The Town Board

On Thursday evening, the town hall of Mill River was packed to capacity. Rain streaked the tall municipal windows as local residents, property owners, and representatives from the county highway department crowded into the oak pews.

At the front table sat Councilman Henderson, a blunt developer who had spearheaded the culvert project. ""Item 4B,"" Henderson announced into his microphone. ""Condemnation and emergency drainage easement across the parcel known as the Vance Sawmill property. The structure presents a clear hydraulic obstruction.""

Henderson looked up, expecting the usual non-appearance from the reclusive Marcus Vance. Instead, the heavy oak doors at the back of the chamber swung open.

Elena Vance walked down the center aisle, dressed in her tailored suit, carrying a thick binder of technical drawings and structural certifications. Beside her walked Marcus, leaning deliberately on his cane, his chin raised, dressed in a clean pressed flannel shirt and an old tweed blazer.

A quiet murmur rippled through the gallery. Several older townsfolk exchanged glances of recognition.

""Council members,"" Elena began, her voice carrying clear, authoritative resonance across the room. ""I am Elena Vance, certified preservation consultant with the Massachusetts Historical Commission, representing the owners of the Mill River Sawmill.""

For the next twenty minutes, Elena presented an airtight case. She projected the 1882 engineering schematics, the bedrock core samples taken from the flume, and independent hydrodynamic models proving that the sawmill’s millrace actually reduced flood crests downstream by buffering water during seasonal runoffs.

""The mill is not an obstruction,"" Elena concluded, looking directly at Henderson. ""It is an active hydraulic shock absorber built on solid schist bedrock. Demolishing it will increase flood risks to the highway by forty percent. More importantly, it is a registered cultural asset under federal jurisdiction.""

The council members conferred in hurried whispers. Henderson looked at the reports, his face tightening as he realized that every loophole had been closed.
