Chapter 5 - Black Water

A deafening siren began to wail through the subterranean caverns. Deep within the bedrock walls, massive hydraulic valves groaned, followed by the terrifying, thunderous roar of millions of gallons of diverted storm runoff surging into the primary drainage channels.
""Julian!"" Maya shrieked as the water level around their knees surged instantly to their waists, the icy current threatening to sweep the little girl away.
Julian scooped her up with one arm, locking her against his ribcage while his boots fought the violently rising torrent. The current was merciless, carrying chunks of industrial debris, rusted pipes, and murky city waste. The storm runoff was being pumped directly from the municipal collector reservoir to flood the sub-levels and flush them out into the mechanical processing grates.
""Hold on to my neck, Maya! Don't let go!"" Julian shouted over the deafening roar of water.
He waded against the mounting pressure, his muscles burning as he reached for the rusted emergency access ladder bolted to the concrete wall. The water was rising inches every second. He grabbed the first iron rung just as a wall of dark water crested behind them, slamming into Julian's back like a battering ram.
He held the rung with white-knuckled desperation, his lungs bursting from the sudden impact. Maya coughed, sputtering as dirty spray washed over her face, but she gripped his collar with astonishing strength.
With agonizing effort, Julian pulled himself and the child upward, rung by rung, climbing above the churning brown surface. Below them, the two dead mercenaries' bodies were swept away like twigs toward the heavy metal intake filtration blades fifty yards downstream.
Julian reached the elevated maintenance catwalk ten feet above the waterline. He climbed over the guardrail, collapsed onto the perforated steel decking, and pulled Maya against him. Both were drenched, shivering, and gasping for air. Maya was coughing violently, clutching her soaked plush rabbit, which was now heavy with dirty water.
""You're alright,"" Julian wheezed, his chest heaving, his dark hair plastered against his forehead. ""You're safe.""
He pulled out the captured tactical radio; the device was waterproof, its green LED still pulsing. Dominic’s voice broke through the speaker, speaking to an unknown external caller:
""The flood protocol is active. Even if Julian survived the drop, he has no way out of the perimeter. Notify the Zurich board that Chairman Julian has tragically succumbed to sudden heart failure in his home during the storm. I am assuming temporary operational command immediately.""
Julian stood up, his face hardening into an expression of glacial vengeance. He checked his sidearm, shook the excess water from the slide, and looked toward the heavy blast door at the end of the catwalk that led into the south garage bypass.

""Not yet, Dominic,"" Julian whispered to the shadows. ""Not while I'm still breathing.""
He took Maya’s hand and approached the blast door. But as he reached for the manual override wheel, the red indicator light turned emerald green, and the heavy pneumatic locking pins disengaged from the outside.
