Chapter 5 - Rising Waters

The rear kennels of the Haven Ridge shelter sat four steps lower than the main reception and adoption hall—a fatal architectural flaw overlooked during the dry summer months. By the time Lucas, Thomas, and Clara reached the heavy fire doors leading to the kennel corridor, brown, murky water was already sloshing against the rubber weatherstripping.
""The creek has backed up into the storm drains!"" Clara cried out, her royal blue scrubs already speckled with mud as she fought against the inward suction of the door.
Lucas shoved his shoulder against the metal barrier. With a sharp creak, the door gave way, unleashing a deafening chorus of barking, howling, and the sickening rush of swirling, muddy water that had already risen past their ankles. Pip, tucked securely inside the breast pocket of Lucas’s heavy canvas work coat, whimpered softly, digging tiny claws into Lucas’s shirt.
""We need to move the lower crates first!"" Thomas shouted, wading into the current without hesitation. Despite his age and limp, the older man moved with frantic purpose, unlocking the bottom row of wire cages and pulling a shivering Golden Retriever mix into his arms. ""Get them up to the adoption hall!""
""Deputy!"" Lucas yelled toward the hallway. ""Get every plastic crate and blanket you can find to the main floor!""
For the next forty minutes, adrenaline erased the barriers between them. Lucas carried two pit bull puppies under his arms, their wet fur slick against his skin, then returned to haul a terrified German Shepherd that refused to walk through the rising current. The water reached their knees, cold as winter melt, carrying debris, pine needles, and discarded chew toys.
Through the chaos, Lucas watched Thomas. The man didn't act like a thief or a liar; he moved with the desperate, selfless intensity of a man trying to atone for a catastrophe he couldn't prevent. When an elderly beagle slipped beneath the surface near the exterior drain, Thomas plunged his entire upper body into the filthy floodwater, hauling the gasping hound out by its scruff and coughing violently as he came up for air.
""That's the last kennel!"" Clara gasped, soaked to her waist, her hands bleeding from frantic wire latches. ""We have to seal the bulkhead before the water floods the mechanical room!""

Lucas turned to follow her back up the steps, but a sudden metallic thud echoed from the dark end of the hallway.
A heavy industrial storage shelving unit, undermined by the swirling water, tipped violently over, crashing directly across the lower exit—pinning Thomas’s legs beneath a mountain of soaked dog food bags and twisted iron.
